Joy MacNaughton Named 2025 Supervisor of the Year by DSS

Tioga County’s Department of Social Services recently announced that Joy MacNaughton was named and awarded Supervisor of the Year for 2025.

According to the department, this certificate is presented in recognition of and sincere appreciation for Joy’s outstanding accomplishments and invaluable contributions to the Tioga County Department of Social Services throughout 2025.

They explained that since joining the Services Supervisory Team in 2018 as a Grade B Supervisor, Joy has been “an essential and trusted leader within the department.” 

She began her supervisory career overseeing the Family Assessment Response Unit, transitioned to supervising the Foster Care Unit in 2021, and in 2022 assumed her current role as the Grade B Supervisor of the Adult Protective Unit. 

Upon presenting the award, the department stated, “In every position, Joy has brought dedication, steadiness, and a deep commitment to the well-being of both staff and clients.”

The department continued to describe Joy as an employee who exemplifies teamwork, empathy, and professionalism. 

As a working supervisor, she manages her unit, carries a small caseload, frequently conducts joint visits with staff and willingly takes on new referrals. 

Of this work, the department stated, “She fosters a collaborative environment where staff feel supported, encouraged to share perspectives, and empowered to navigate complex cases.” 

“Her leadership ensures that clients receive thoughtful, coordinated, and effective services,” the department added.

In addition to her supervisory responsibilities, Joy has served as the department’s lead for Northwoods, Tioga County’s electronic database system. In this role, Joy works closely with partner agencies to identify and resolve software issues, ensuring that staff can complete their work efficiently and with confidence.

The Tioga County Department of Social Services summarized the award, stating, “Joy embodies the DSS core values of responsibility, integrity, equality, respect, compassion, and excellence.” 

“Her dedication, professionalism, and unwavering commitment make her an exceptional asset to the Tioga County Department of Social Services.”
