Developers withdraw application for Turtletown project

In an email to village, town, and county officials last week, Susan Kimmel, president of Two Plus Four Construction, the developer proposing the 40-unit housing project in Turtletown, withdrew the company’s application for a special use permit that would have allowed the project to move forward.

In the email, Kimmel stated, “At this time we are withdrawing our application to the ZBA [Zoning Board of Appeals] for a special use permit. We found out today that OPWDD [Office for Persons with Developmental Disabilities] did not fund their portion of the capital investment, which was needed in conjunction with the HCR [Homes and Community Renewal] funding to bring this project to fruition.”

The Brick Pond Apartment proposal was a projected $12.19 million project that would have constructed 40 affordable housing units in the Turtletown area of Owego. 

The proposal failed to pass through the County’s Planning Board, and then was stalled following a request by the Zoning Board of Appeals for more information to be provided that included evacuation plans in the event of flooding, an environmental impact study due to the site’s proximity to a federally protected wetland, and the inclusion in the proposal of a pipeline that runs underground at that site.

Kimmel, in her email, stated, “It is our intention to continue to pursue a supportive housing project in the County with Achieve.” However, a new prospective location was not disclosed within the email.
