Car chase ends with multiple arrests

On Nov. 20, 2017, at about 3:53 p.m., the Owego Police Department stopped a vehicle from Pennsylvania for a vehicle and traffic violation on West Main Street in the Village of Owego.

According to police, the operator gave a false name and when officers re-approached the vehicle the operator was told to turn off the vehicle. The operator, with four passengers, then fled the area at a high rate of speed heading west on 17C.

The operator crashed into a set of trees after he tried to evade the oncoming police car. The operator of the vehicle fled on foot and was apprehended a short distance from the crash site.

The vehicle contained packets of methamphetamine, heroin, scales, packaging materials and numerous hypodermic needles. The driver and two of the passengers were wanted on felonies.

As a result the following arrests were made.

Mark L. Dailey, age 33 of 208 West Hudson St., Elmira, N.Y., the driver, was charged with Reckless Endangerment in the first degree (D felony), Criminal Impersonation in the second degree, Resisting Arrest, Unlawful Fleeing a Police Officer in a Motor Vehicle in the third degree, Criminal Possession of a Controlled Substance in the seventh degree (heroin), Criminal Possession of a Controlled Substance in the seventh degree (methamphetamine), Criminally Possessing a Hypodermic Needle, Criminally Using Drug Paraphernalia in the second degree, and numerous vehicle and traffic violations.

Dailey has a warrant for Criminal Contempt in the first degree (E felony) by the City of Elmira Police Department.

Dailey was arraigned in the Village of Owego Court and remanded to Tioga County Jail without Bail.

Jessica R. Forsythe, age 32 of Elmira, N.Y., was charged with Criminal Possession of a Controlled Substance in the seventh degree (heroin), Criminal Possession of a Controlled Substance in the seventh degree (methamphetamine), Criminally Possessing a Hypodermic Needle, and Criminally Using Drug Paraphernalia in the second degree.

Forsythe has a warrant for Grand Larceny in the fourth degree (E felony) by the New York State Police in Painted Post.

Forsythe was arraigned in the Village of Owego Court and remanded to Tioga County Jail without Bail.

Culleen M. Brassfield, age 24, 100 Ann St., Towanda, Pa., was charged with Criminal Possession of a Controlled Substance in the seventh degree (heroin), Criminal Possession of a Controlled Substance in the seventh degree (methamphetamine), Criminally Possessing a Hypodermic Needle, and Criminally Using Drug Paraphernalia in the second degree.

Brassfield was arraigned in the Village of Owego Court and remanded to Tioga County Jail on $10,000 Cash or $20,000 Bail Bond.

Steven J. Spencer, age 41 or Towanda, Pa., was charged with Tampering with Physical Evidence (D felony), Criminal Impersonation in the second degree, Criminal Possession of a Controlled Substance in the seventh degree (oxycodone), Criminal Possession of a Controlled Substance in the seventh degree (heroin), Criminal Possession of a Controlled Substance in the seventh degree (methamphetamine), Criminally Possessing a Hypodermic Needle, and Criminally Using Drug Paraphernalia in the second degree.

Spencer has a warrant for a Parole Violation by Pennsylvania State Police and is also wanted for Petit Larceny by the Chemung County Sheriff’s Department.

Spencer was arraigned in the Village of Owego Court and remanded to Tioga County Jail without Bail.

Gabriel J. Wilkins, age 39 of 802 Wells Ave., Athens, Pa., was charged with Criminal Possession of a Controlled Substance in the seventh degree (heroin), Criminal Possession of a Controlled Substance in the seventh degree (methamphetamine), Criminally Possessing a Hypodermic Needle, and Criminally Using Drug Paraphernalia in the second degree.

Wilkins was arraigned in the Village of Owego Court and remanded to Tioga County Jail without Bail.

The Owego Police Department was assisted at the scene by the New York State Police and the Tioga Center Squad.

    I want to comend the Owego Police Dept for such a fine job..thank you for catching them and getting the drugs before they it the streets and hurt someone..
