On March 2, 2017, the New York State Police at Binghamton, N.Y. in association with the Broome County District Attorney’s Office arrested Chad F. Winans, age 37, of Binghamton, N.Y. for Predatory Sexual Assault against a Child, a Class AII felony. 

Section 130.96 of the New York State Penal Law states, “A person is guilty of Predatory Sexual Assault against a Child when, being eighteen years old or more, he or she commits the crime of Rape 1st degree, Criminal Sexual Act 1st degree, Aggravated Sexual Abuse 1st degree or Course of Sexual Conduct against a Child 1st degree, as defined in Article 130 of the New York State Penal law, and the victim is less than 13 years old.”

The investigation determined Winans had sexual contact, as described in the above statute, with a victim who was less than 13 years old. 

Chad R. Winans was arraigned in the Town of Conklin Court and remanded to the Broome County Jail without bail.
