On Sept. 12, 2016, at approximately 10:50 p.m., New York State Police at Owego were dispatched to West River Road in the Town of Nichols, Tioga County, for one vehicle off the road with heavy front-end damage.
The investigation revealed that Harley A. Spencer, age 32 of Sayre, Pa., was driving a 2003 Chevrolet Venture van southbound when the van traveled off the east shoulder of the road and struck a tree.
According to state police, Spencer, who was the sole occupant in the van, died at the scene from the injuries he sustained in the collision.
The New York State Police were assisted at the scene of the accident by the Tioga County coroner’s office, the Town of Nichols and Tioga Center ambulance squads, and the Town of Nichols fire department.
