The Tioga County Legislature formally recognized Lori Morgan for more than 23 years of exemplary service to Tioga County and the Tioga County Department of Mental Hygiene, adopting a resolution of appreciation at its Jan. 13, 2026, regular legislative meeting.
Morgan began her career with Tioga County on Sept. 3, 2002, as a Clinical Social Worker and steadily advanced through positions of increasing responsibility, including Senior Social Worker, Supervising Clinical Social Worker, Clinical Program Director, Acting Director of Community Services, and ultimately Director of Community Services, a role she has held since October 2012. Throughout her tenure, she has been widely recognized for her leadership, professionalism, and steadfast commitment to serving Tioga County residents.
“Lori Morgan’s career reflects the very best of Tioga County public service,” said Jackson D. Bailey II, Tioga County Administrator.
“Lori has consistently identified emerging needs in the community and turned them into real, measurable improvements in services. Her leadership strengthened Tioga County’s mental hygiene system and left it better prepared to serve residents for years to come.”
Among her many accomplishments, Morgan led the implementation of an Electronic Health Records system in 2013, significantly improving efficiency in records management, billing, and client care. That same year, she developed the Tioga County Suicide Prevention Coalition, strengthening the county’s proactive approach to mental health and wellness.
In 2016, at the height of the opioid epidemic, Morgan spearheaded the rebuilding of the Tioga County Advocacy, Support, and Prevention Coalition (A.S.A.P.), formerly known as the Allies of Substance Abuse Prevention Coalition, helping to coordinate a countywide response to substance use challenges. In 2025, she secured Office of Mental Health funding and designation for a Mobile Crisis Program, expanding access to critical crisis response services for residents.
“Lori has worked hard for accessible and compassionate care and has been a trusted department head to the Legislature,” said Bill Standinger, Legislator and Chair of the Health and Human Services Committee. “Her work reopening the Waverly satellite clinic, expanding services in Owego, and building prevention and crisis programs helps families throughout Tioga County.”
Throughout her career, Morgan consistently listened to community needs and worked collaboratively with providers, agencies, and community partners to ensure responsive and effective mental hygiene services. Her dedication and integrity earned the respect and admiration of colleagues across county government and the community.
Lori Morgan will retire on Jan. 29, 2026. On behalf of the citizens of Tioga County, the Tioga County Legislature expressed its sincere gratitude for her more than two decades of dedicated and loyal service and extended its best wishes for a well-earned retirement.
