Owego’s PBA and Police Department to pay homage to fallen officers

The Owego Police Benevolent Association (PBA), in conjunction with the Owego Police Department, is planning a ceremony for its fallen officers on Oct. 13, 2019. 

According to Owego Police Officer Thomas Woodburn, this year marks the 150th Anniversary of Officer Isaac Wiltsie and the 50th Anniversary of Officer Forrest Allen Hall’s Line of Duty deaths. A ceremony is being planned for Oct. 13, at the Village of Owego Police Department where a granite memorial will be placed in their memory.  

Both officers were shot and killed in the line of duty

Following the memorial dedication at police headquarters in Owego, a procession will travel to the Evergreen Cemetery for a ceremony. 

Following the ceremony there will be a reception at the VFW in Owego with food, a silent auction and more. At the same time, the Tioga County Museum is having a display for Owego’s two deceased officers, Hall and Wiltsie. This display will have weapons used in both incidents and also a case file for Hall.  

All funding raised through GoFundMe will go directly to the memorial stone and cost of the ceremony. In the event of raising more money than needed, they are considering giving the extra to be used for a scholarship in the fallen Officers’ name for Owego Free Academy graduates.
