Investigation ends in multiple heroin and drug sale and distribution charges

Between Oct. 15 and 19, 2018, approximately 12 individuals were apprehended, according to the Tioga County District Attorney’s office, and arraigned or remanded on Tioga County Court felony indictments that were part of a multi-month, multi-agency investigation into the sale and distribution of heroin, methamphetamine, and diverted prescription medications in Tioga County.

In a press release from the district attorney’s office on Friday, the following individuals were named as a part of this investigation.

Melissa Bright, age 41 of Waverly, N.Y., was charged with a six count indictment for the sale of heroin on two different dates.

Curtis Carnrike, age 27 of Waverly, N.Y., was charged with a six count indictment for the sale of heroin on two different dates.

Jason Deskin, age 41 of Owego, N.Y., was charged with and plead guilty to two counts of Criminal Sale of a Controlled Substance in the Third Degree, B felonies. He will be sentenced on Dec. 3, 2018 at 10 a.m.

Craig Franks, age 53 of Waverly, N.Y., was charged with a six count indictment for the sale of heroin on two different dates.

Delvin Jackson, age 49 of Waverly, N.Y., was charged with a two-count indictment for the sale of the prescription drug Buprenorphine.

Michael Saunders, age 39 of Waverly, N.Y., was charged with a 22 count indictment for the sale of heroin on six different dates and the possession of heroin with the intent to sell it on another date.

David Stevenson, age 42 of Waverly, N.Y., was charged with a three count indictment for the sale of heroin.

Kevin Stoudt, age 40 of Owego, was charged with a six count indictment for the sale of heroin on one date and the sale of methamphetamine on another date. He was also charged with the misdemeanor of Resisting Arrest as a result of being taken into custody. Morgan Poquette, age 22, was given an appearance ticket returnable in the Village of Owego Court for the misdemeanor Obstruction of Governmental Administration as well.

Kristi Vallequette, age 40 of Waverly, N.Y., was charged with a seven count indictment for selling heroin on one date and possessing heroin with the intent to sell it on another date.

Daniel Webb, age 33 of Owego, was charged with a three count indictment for the sale of methamphetamine. Webb was also charged with a separate three-count indictment for burglarizing a resident in the Village of Owego, damage to property during the commission of the burglary, and possession of methamphetamine.

James Wilson, age 37 of Waverly, N.Y., was charged with a three count indictment for the sale of heroin.

All defendants are, or will be scheduled to reappear in Tioga County Court, and all defendants are presumed innocent until proven guilty.

The Tioga County District Attorney’s office also wanted to acknowledge the New York State Police CNET, the Tioga County Sheriff’s Office, the Waverly Police Department, the Owego Police Department, the Spencer Police Department, and the Candor Police Department for assistance provided in what their office described as a coordinated effort.
