On Sept. 28, 2018, the Owego Police Department, while investigating a reported stolen vehicle, arrested the operator, James B. Lynch, age 27 of Binghamton, N.Y.
Lynch was arrested for Criminal Possession of Stolen Property Third Degree (D Felony), Criminal Use of Drug Paraphernalia (A Misdemeanor), Unlawful Possession of Marihuana (Violation), and a New York State Parole Warrant.
Lynch was arraigned in the Village of Owego Court and remanded to the Tioga County Jail without Bail.
