Sheriff Howard announces promotions

Tioga County Sheriff Gary W. Howard recently announced the following promotions. Shawn Nalepa and Rich Hallett have been promoted to the rank of Lieutenant. Lieutenant Nalepa will oversee all Road Patrol operations and Lieutenant Hallett will oversee the Emergency 911 Center, Pistol Permits and Records Division. 

Julie Kipling and John Cornwell have been promoted to the rank of Investigator, assigned to the Criminal Investigation Division. 

Trevor Yaeger has been promoted to the rank of Road Patrol Sergeant and will supervise a shift within the Road Patrol Division. 

Sheriff Howard stated that the promotions followed the recent retirements of Lieutenant Randy Kipling (27 years) and Lieutenant Casey Rhodes (26 years). He stated that these individuals are all exceptional officers and as a group have in excess of 80 years of law enforcement experience. 

Sheriff Howard proudly noted that Julie Kipling now has the distinction of being the first female Criminal Investigator in the 227-year history of the Tioga County Sheriff’s Office.
