Opinion: Don’t build in a floodplain

Dear Editor, 

I am extremely disappointed that the Tioga County Planning Department made recommendations to the Village of Owego Planning Board and to the Tioga County Planning Board to permit the construction of a 40-unit apartment complex in a floodplain. These apartments are planned for 610 East Main St. (a.k.a. Turtletown). 

If this development is built, planners and decision makers will knowingly put up to 140 people at risk in the next flood. Have we learned nothing from the floods of 2006 and 2011? 

The first rule in flood damage mitigation is to not build in the floodplain. I hope that someone deciding on this project heeds this rule.
