On Nov. 14, 2015 at 2:06 a.m., the Tioga County Sheriff’s Office investigated a fatal motor vehicle accident involving two cars on State Route 38 in the Town of Richford, N.Y. A southbound vehicle operated by 41-year old Andrew G. Leigh crossed into the northbound lane and struck a northbound vehicle operated by 41-year old Kenneth S. Rauch Jr., head on.
Andrew G. Leigh was pronounced dead at the scene by Tioga County Coroner Robert Williams. Kenneth S. Rauch, along with his passenger, 38-year-old Nancy E. Rogers were transported to Wilson Hospital by Berkshire EMS for injuries they sustained as a result of the accident.
Alcohol is believed to be a contributing factor, according to a Tioga County Sheriff’s Department release.
The Tioga County Sheriff’s Office was assisted at the scene by Berkshire EMS, Berkshire Fire and State DOT.
