On July 24, 2015, New York State Police in Endwell arrested Noel Smith, 21, of Binghamton, N.Y. for the misdemeanors of Endangering the Welfare of an Incompetent or Physically Disabled Person 2nd and Sexual Abuse 2nd.
According to State Police, this arrest occurred after Troopers receiving a report in July 2015 of sexual abuse by an employee at the Broome Developmental Center (O.P.W.D.D.) on Glendale Drive, in the Town of Dickinson.
An investigation, according to police, determined that Noel Smith, an employee at the center, had sexually abused an adult client.
Noel Smith was issued appearance tickets returnable to the Town of Dickinson Court on Aug. 4, 2015.
The New York State Police were assisted by the Justice Center.
