Intersection at Main and North Avenue to be topic of October 30 meeting On Thursday, Oct. 30 at 6:30 p.m., a meeting will be held to discuss Main Street and North Avenue intersection pavement marking changes for operational improvements in the Village of Owego, N.Y.

The Department would like to invite the public to the informational meeting for the referenced project. The meeting will be held at the Tioga Opportunities Building, 9 Sheldon Guile Blvd., Owego.

The purpose of the meeting is to familiarize community stakeholders with changes that will be made to the pavement markings at the intersection of Main Street and North Avenue in the Village of Owego, Tioga County and provide the public with an opportunity to express any concerns related to the project or to its potential impacts.

Please refer to the pictured map for the project location. The meeting will begin with an open-house format at 6:30 p.m.

Department representatives will be available to discuss the project with interested citizens and public officials in an informal setting. People are encouraged to ask questions, give opinions, comment, and suggest project alternative preferences to staff either orally or in writing.

A formal presentation will begin at 7 p.m., followed by a question and answer session. The meeting will then revert back to an open house format to answer any other questions.

There is a pattern of accidents at the intersection of Main Street and North Avenue associated with large trucks encroaching into adjacent turning lanes. The NYSDOT is proposing to improve the alignment of the travel lanes to reduce the number of accidents and truck encroachments.

Intersection at Main and North Avenue to be topic of October 30 meetingThe new pavement markings would combine the two existing lanes on Main Street approaching North Avenue from the west into a single left turn/through lane in what is now the through lane.

The existing left turn lane would become a painted gore area with stripes that indicate traffic should not drive on the area. This will allow the trucks turning right from North Avenue to make the movement without encroaching on the travel lane.

In addition, a “No Right Turn on Red” sign on Court Street at the intersection with Main Street is proposed in order to keep the short section of Main Street between Court Street and North Avenue clear of stopped vehicles. Please refer to the pictured pavement-marking plan.
