
Some boards were created in celebration of Richard LeCount’s retirement at the end of February, and following 45 years of service to Tioga County.
After 45 years of service to Tioga County, Richard LeCount, who served as Director of the Office of Emergency Management, will officially retire at the end of February.
To celebrate his retirement, colleagues and a consortium of government employees held a celebration for him on Feb. 17 at Owego’s Parkview Hotel and Restaurant.
One of the most daunting tasks during his years of service, according to LeCount, was the flooding that occurred, specifically in 2011. This difficult and time consuming duration of his career lasted nearly to his upcoming retirement and will be a part of his legacy, as well as his memories.
