On March 15, 2016, the New York State Police Community Narcotics Enforcement Team, and Special Operations Response Team with assistance from Troop “C” Uniform Force, Waverly Police Department, Spencer Police Department, and Tioga County Sheriff’s Department executed a search warrant at 163 Michigan Hollow Rd., Apartment 2 in the Town of Spencer, Tioga County.  The search warrant was a result of a joint investigation into heroin sales in Tioga County.

As a result of the search warrant the following evidence was seized: Approximately 18 grams of heroin, approximately 50 grams of marihuana, drug scale, packaging material consisting of rubber bands and 10 boxes of glassine envelopes, 28 Hydrocodone pills, 70 Alprazolam pills and approximately $4,900 in U.S. Currency.

Richard M. Lawrence, age 42 of 163 Michigan Hollow Rd., Apartment 2, Spencer, New York was arrested for Criminal Possession of a Controlled Substance in the Third Degree a Class B Felony, Criminally Using Drug Paraphernalia in the Second Degree (two counts) Misdemeanor, and Criminal Possession of Marihuana in the Fifth Degree Misdemeanor.

Richard M. Lawrence was arraigned before Town Justice Patrick Hogan, in the Town of Owego Court and remanded to Tioga County Jail without bail.
