On Feb. 18, 2016, the New York State Police Community Narcotics Enforcement Team (CNET) with assistance from the Cortland County Drug Task Force initiated a traffic stop on Squires Street in the City of Cortland during a methamphetamine investigation.   In addition, a search warrant was executed at 44 Owego St., Apartment 2 in the City of Cortland, Cortland County which led to the discovery of methamphetamine manufacturing materials in the apartment.

As a result of the investigation, James E. Duff, age 37 and Samantha B. Albanese, age 30 both of 44 Owego St., Apartment 2, Cortland, New York were arrested for Unlawful Manufacture of Methamphetamine in the Third Degree a Class D Felony, and two counts of Criminal Using Drug Paraphernalia in the Second Degree a Misdemeanor.

Both defendants were arraigned in Cortland City Court. James E. Duff was remanded to the Cortland County Jail on $5000 cash or $10,000 bond. Samantha B. Albanese was released without bail.

During the investigation Investigator’s seized lab equipment consisting of coffee filters, tubing and measuring cups, a spent “one pot” lab, reagents and solvents including Colemen lantern fuel and drain opener, precursors consisting of over 100 pseudoephedrine pills, scales, drug packaging material, approximately two grams of methamphetamine, a small amount of marihuana and $1,150.00 in U.S. Currency.

The New York State Police Contaminated Crime Scene Emergency Response Team (CCSERT) responded to the scene, and removed the hazardous materials located in the apartment during the search warrant.
