On Nov. 24, 2015, the Tioga County Sheriff’s Office, in conjunction with Tioga County District Attorney Kirk Martin, made application to and was granted a Search Warrant by Tioga County Court Judge Gerald Keene to search the residence of 70 Adaline St., Apt. 1E in Owego, N.Y. Officers subsequently reported the arrest of Nicole Lynn Haines, age 27 of 70 Adaline St., Apt. 1E, Owego, N.Y. and charged her with two counts of Criminal Sale of a Controlled Substance 3rd and one count of Criminal Possession of a Controlled Substance 3rd – both are Class B Felonies.
Lynn Haines was also charged with two Class A Misdemeanors, Criminally Using Drug Paraphernalia 2nd and Criminally Possessing a Hypodermic Instrument. Lynn Haines was arraigned in the Owego Village Court and remanded to the Tioga County Jail in lieu of $50,000 cash bail or $100,000 bond.
The investigation began with information received from concerned citizens via the Tioga County Sheriff’s Office tip line. The Sheriff’s Office executed the Search Warrant at 70 Adaline St., Apartment 1E in the Village of Owego and recovered powdered heroin, U.S. currency suspected to be drug proceeds, drug packaging materials and several hypodermic needles.
The investigation was assisted by the New York State Police Community Narcotics Enforcement Team.
