On Nov. 9, 2015 at 11:30 a.m., the Tioga County Sheriff’s Office investigated a fatal motor vehicle accident involving two cars and a pedestrian in the area of 3550 Pennsylvania Ave. in the Town of Owego.
According to the Tioga County Sheriff’s Office, a Taylor Recycling truck and pedestrian were struck by a southbound vehicle operated by Donald L. Ulmer, age 72, of Little Meadows, Pa.
The Taylor’s employee was identified as Sean R. Tilghman, age 27, of Endicott, N.Y. Sean R. Tilghman was pronounced dead at the scene by Tioga County Coroner Bob Williams.
Donald L. Ulmer was charged with Aggravated Unlicensed Operation in the third degree and is scheduled to appear in the Town of Owego Court on Dec. 15, 2015 at 9 a.m.
The Sheriff’s Office was assisted by the Apalachin and Campville Fire Departments.
