On Feb. 24, Chris Powell of 122 Hemlock Rd., Apt. 1 in Sayre, Pa. was charged with three counts of abandonment, three counts of failure to provide, and two counts of unlicensed unidentified dogs. The dogs were abandoned at 23 Spring St. in the Village of Waverly, N.Y.

Seized from the property, according to Cindy Webster, Humane officer for Stray Haven in Waverly, were one cocker spaniel named molly, who is blind and deaf and has some sort of lump on her back end and overgrown nails; one black lab mix named cocoa who is severely underweight and has possible mange and overgrown nails; and one cat named Ruthy who appears to be in okay health, assuming the cat has not been there that long.

The animals were scheduled to be taken to a veterinarian on Friday.

Chris Powell will appear in the Waverly, N.Y. court on March 12, 2015.

According to Webster, Chris Powell moved on Feb. 6, 2015, and the animals were seized on Feb. 23. At this time there had been nobody at the Waverly, N.Y. residence for a week or more to feed, water or care for the animals, and they were living in pure filth.
