The Tioga United Way held its annual meeting and awards luncheon in the Carriage House of the Pumpelly Estate in Owego, N.Y. on Thursday, April 25.  The ceremony started off with an insightful speech by the owner of State Farm Insurance – Owego and Tioga United Way Board member, Buffie Arhbal.

The message was loud and clear, “Sometimes life doesn’t turn out the way you plan but thankfully, there are agencies in our county to help us along the way to get us back on track.”
