According to the Tioga County Sheriff’s Department, Edward Menendez, age 22 of 227 McFall Rd., Apalachin, N.Y. was arrested on Dec. 28, 2014 at 4:40 a.m. for Obstructing Governmental Administration and Resisting Arrest.

According to sheriff reports, these charges resulted from a disturbance call in which Tioga County Deputies assisted the Village of Owego Police.

The defendant was arraigned before Justice Lynn Craig of the Village of Owego Court and was remanded to the Tioga County Jail on $500 bail or $1,000 bond.

Menendez is scheduled to reappear before Justice Craig on Jan. 22, 2015.

According to the Tioga County Sheriff’s Department, Richard Lupo II, age 21 of 105 Pillmore Ave., Endicott, N.Y. was arrested on Dec. 29, 2014 for Aggravated Unlicensed Operation 1st.

According to sheriff reports, this charge resulted from Richard Lupo II having a warrant out of the Tioga County Court.

Richard Lupo II was remanded to the Tioga County Jail without bail. He was scheduled to appear in the Tioga County court before Judge Gerald Keene on Tuesday.

According to the Tioga County Sheriff’s Department, Robert B. Smith, age 53 of 1440 Fairfield Rd., Candor, N.Y. was arrested on Dec. 29, 2014 at 4:27 p.m. for DWI, Aggravated Unlicensed Operation 3rd, Unlicensed Operator and Failure to Yield Right of Way on Left Turn.

These charges resulted from a traffic stop on Honeypot Road in the Town of Candor. The defendant was issued appearance tickets and is scheduled to appear in the Town of Candor Court before Justice Gary Dence on Jan. 12, 2014.

On Dec. 27, 2014, New York State Police arrested a woman from Jefferson for shoplifting. Troopers arrested Zana M. Margretta, age 25, Jefferson, N.Y. for petit larceny.

This arrest occurred following a complaint of shoplifting at the Tops Family Market on Main Street in Stamford, N.Y. An investigation determined that she failed to pay for yogurt when she left the store. Zana M. Margretta was issued a ticket returnable to the Town of Stamford Court on Jan. 13, 2015.

On Dec. 27, 2014, New York State Police arrested a man from Newfield for unlawful possession of marihuana. According to the State Police in Newfield, Steven M. Kuhl, age 26 of Newfield, N.Y. was arrested for Unlawful Possession of Marihuana.

The arrest resulted from a vehicle and traffic law stop for having an exhaust that was too loud while driving on Elmira Road in Newfield, N.Y.

An investigation found that Steven M. Kuhl unlawfully possessed a small amount of marihuana. He was issued tickets to appear in the Town of Newfield Court on December 30, 2014.

State Police arrest Hastings, N.Y. man for Sexual Abuse. According to the New York State Police in Lowville, Timothy B. Clark, age 44 of 1670 State Route 11 was arrested for one felony count of Sexual Abuse 1st Degree and one count of Endangering The Welfare Of A Child.

According to police, the arrest was subsequent to investigation that found that Timothy B. Clark did have sexual contact with a five-year-old female in spring of 2014.

Timothy B. Clark was arraigned in the V/Lowville Court and remanded to Lewis County Jail on $2500 bail, awaiting action by the grand jury.
