On Thursday, Feb. 14, the Tioga County Department of Social Services (DSS) announced that Julie Whipple had been selected as their Supervisor of the Year for 2018. Julie began her career with Tioga County DSS in the fall of 1989. She served and was promoted in various positions throughout the Agency until becoming a Principal Social Welfare Examiner in 2001.

In 2018, Julie became part of the HEAP Unit. In a press release, DSS stated of Julie, “She did not miss a beat and seamlessly adjusted her knowledge and skills from SNAP and Medicaid to those needed for the administration of the Agency’s energy eligibility programs.”

DSS continued, “She immediately became a constructive supervisory resource to the current Energy Unit staff, as well as, efficiently managed the hiring and training of the seasonal HEAP employees. With the stress as a supervisor new to the unit, along with staff enduring the hectic busy season, she maintained an encouraging environment and positive morale.”

They added that Julie exemplifies the DSS Core Values of responsibility, integrity, equality, respect, compassion, and excellence. “She is a great asset to the Tioga County Department of Social Services,” they shared.
