Owego Police Report for the week of Sept. 27, 2015

The Owego Police arrested Kimberly J. Spicer, age 22 of Willseyville, N.Y. on a charge of Tampering with Physical Evidence, a Class E Felony. Charges are the result of a Tioga County Grand Jury indictment. Kimberly Spicer was arraigned before Judge Keene and bail was set $10,000.

The Owego Police arrested Lynda Buck, age 64 of Owego, N.Y. on Tuesday, Sept. 15 for Disorderly Conduct, a violation, after complaints were filed with the Police Department that she was annoying the neighborhood by playing her music at an unreasonable level. Lynda Buck is due back in Owego Village Court on Oct. 6.

On Wednesday, Sept. 16, the Owego Police arrested Dennis Munday, age 64 of Owego, N.Y. for Criminal Trespass in the Second Degree, a Class A Misdemeanor, following a complaint of persons living in a condemned building. Dennis Munday was issued an appearance ticket to appear before Village of Owego Court at a later date.

The Owego Police arrested Patrick O’toole Jr., age 36, of Wernersville, Pa. on charges of Fugitive from Justice warrant. Charges are the result of an investigation into a report of suspicious persons in a van parked in the Price Chopper Parking lot in Owego. Upon investigation Officers discovered Patrick O’toole Jr. is wanted out of Pennsylvania for a parole violation. Patrick O’toole Jr. was brought before Town of Owego Justice Hogan and remanded to the Tioga County Jail as a fugitive from Justice.

On Sept. 19, the Owego Police arrested Gregory L. Frakes, age 44 of Owego, N.Y. Gregory L. Frakes is charged with Felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, 1st Degree, a Class E Felony, Operating a Motor Vehicle without an Interlock Devise, a Misdemeanor, and Refusal to Submit to aBreath Test. The charges are the result of a vehicle stop at 6:47 p.m. on Main Street in the Village of Owego. Frakes was arraigned before Village of Owego Court and remanded to the Tioga County Jail on $10,000 bail.

The Owego Police arrested 78-year-old Joseph Okrepkie of Newark Valley for Facilitating Aggravated Unlicensed Operation of a Motor vehicle in the 2nd Degree, a Misdemeanor. Joseph Okrepkie was issued a traffic citation to appear in Village of Owego Court at a later date.
