During the Tioga County Legislature\u2019s final meeting for 2019, held Tuesday at the Hubbard Auditorium in Owego, they honored Ralph E. Kelsey for his 22 years of service to the Tioga County Industrial Development Agency (TCIDA). <\/p>\n\n\n\n

Kelsey was appointed to the position of Board Member of the Tioga County IDA on Dec. 8, 1997 and during his tenure has served on numerous IDA Committees, served as the Treasurer and Vice-Chair until 2014 when he was appointed Chair of the Tioga County IDA until his resignation, effective Dec. 31, 2019. <\/p>\n\n\n\n

Tioga County Legislative Chairwoman, Martha Sauerbrey stated, \u201cIt has been a pleasure to serve with Mr. Kelsey over the years and I thank him for his years of service and contributions to the IDA.\u201d<\/p>\n\n\n\n

The Tioga County Legislature also congratulated and commended the Candor Indians Girls Volleyball Team on their undefeated season and winning the New York State Class D Volleyball Championship on Sunday, Nov. 24, 2019. <\/p>\n\n\n\n

Chairwoman Sauerbrey stated, \u201cIt is an honor to recognize the efforts and accomplishments of our County\u2019s student-athletes and to congratulate this outstanding team on their accomplishment of winning a State Championship.\u201d <\/p>\n\n\n\n

The Tioga County Legislature also adopted the County\u2019s 2020 budget, noting this is the ninth consecutive budget year the County has stayed under the State imposed property tax cap. <\/p>\n\n\n\n

Chairwoman Sauerbrey stated, \u201cThe State continues to place unfunded mandates on local government yet we have been resourceful and successful in complying with the property tax cap mandate.\u201d <\/p>\n","protected":false},"excerpt":{"rendered":"
