Governor Andrew M. Cuomo today warned New Yorkers to take precautions as severe weather moves across Upstate New York and continues traveling east. A number of showers and thunderstorms are expected across the entire state, some of which have the potential to become severe and produce heavy rainfall, damaging winds and flash flooding. As a precaution, the Governor has directed the State Emergency Operations Center to enter into its enhanced monitoring mode.<\/span><\/p>\n

“With each new storm, Mother Nature continues to prove just how unpredictable she can be, which makes preparedness all the more critical,” <\/span>Governor Cuomo said<\/span>. “As this severe weather moves across Upstate, I urge all New Yorkers to stay informed, closely follow local forecasts and <\/span>have a plan in place to protect yourselves and your families.”<\/span><\/p>\n

The most severe weather is expected between 2 p.m. to 11 p.m.<\/span><\/span> today, August 22 as storms travel west to east ahead of an approaching cold front. In Western New York, the National Weather Service has already issued a wind advisory for Erie, Genesee, Niagara, and Orleans Counties that will remain in effect until 8 p.m.<\/span><\/span> tonight<\/span><\/span>. Damaging winds are expected to produce gusts up to 43<\/span> mph and could down trees and power lines.<\/span><\/p>\n

The National Weather Service has also issued a Lakeshore Flood Warning that will go into effect today at 5 p.m.<\/span><\/span> for Wayne, Cayuga, Oswego and Jefferson Counties as strong southwest winds develop over Lake Ontario late this afternoon. This warning also includes the Thousand Island Region of the St. Lawrence River.  Waves are expected to reach heights of two to three feet through most of today and then to increase to four to seven feet beginning at 8 p.m.<\/span><\/span> tonight<\/span><\/span> through 8 a.m.<\/span><\/span> tomorrow <\/span><\/span>morning. The increase in winds and waves will bring an increase in shoreline erosion and potential for some lakeshore flooding to the eastern half of Lake Ontario due to the high lake levels.<\/span><\/p>\n

Tornado Watches have been posted by the National Weather Service for Western New York, Finger Lakes, Central New York, Southern Tier, Mohawk Valley, North Country and the northern Capital Region in effect until 9 p.m.<\/span><\/span><\/span><\/strong><\/p>\n

Counties that are included in the tornado watch: Allegany, Broome, Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Clinton, Cortland, Erie, Essex, Franklin, Fulton, Genesee, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Monroe, Montgomery, Niagara, Oneida, Onondaga, Ontario, Orleans, Oswego, Otsego, Schuyler, <\/span>Seneca, St. Lawrence, Steuben, Tioga, Tompkins, Warren, Wayne, Wyoming, Yates.<\/span><\/p>\n

In addition to the severe weather in Upstate New York, a Heat Advisory has been issued from 12 p.m. to 6 p.m.<\/span><\/span> today for all five counties of New York City, as well as Westchester County.  Heat index levels of 100 degrees are expected.  <\/span><\/p>\n

The Governor offered the following safety tips:<\/span> <\/p>\n

<\/span>Before the Storm Hits:<\/span><\/p>\n

\u00b7         Tie down or bring inside lawn furniture, trash cans, tools and hanging plants that could be projectiles during the storm.<\/span><\/p>\n

\u00b7         If you have a basement, check sump pumps to ensure they are operating and be prepared to use a backup system.<\/span><\/p>\n

\u00b7         Have a standby generator or alternative source of power available.<\/span><\/p>\n

\u00b7         Check on neighbors, especially the elderly and disabled.<\/span>
\n<\/span><\/p>\n

As the Storm Approaches:<\/span><\/p>\n

\u00b7         Stay inside, away from windows and glass doors.<\/span><\/p>\n

\u00b7         Charge your cell phones and important electronic devices.<\/span><\/p>\n

\u00b7         Stay off roads. If you are traveling, find safe shelter immediately.<\/span><\/p>\n

If You Must Travel:<\/span><\/p>\n

\u00b7         Do not attempt to drive over flooded roads turn around and go another way. Water moving at two miles per hour can sweep cars off a road or bridge.<\/span><\/p>\n

\u00b7         Watch for areas where rivers or streams may suddenly rise and flood, such as highway dips, bridges, and low areas.<\/span><\/p>\n

\u00b7         If you are in your car and water begins to rise rapidly around you, abandon the vehicle immediately. <\/span><\/p>\n

\u00b7         Motorists are reminded to check 511NY by calling 511, or by visiting <\/span>www.511ny.org<\/span><\/a> before traveling. The free service allows users to check road conditions and transit information. Mobile users can download the free 511NY mobile app from the iTunes or Google Play stores. The app features Drive mode, which provides audible alerts along a chosen route while a user is driving, warning them about incidents and construction. Users can set a destination prior to departing and receive information on up to three routes.<\/span><\/p>\n

\u00b7         The Thruway Authority encourages motorists to sign up for <\/span>TRANSalert<\/span>e-mails which provide the latest traffic conditions along the Thruway. Motorists can sign up for <\/span>TRANSalerts<\/span> by following this link: <\/span>www.thruway.ny.gov\/tas\/index.shtml<\/span><\/a>. Thruway travelers can also get real-time updates by following @ThruwayTraffic<\/span> on Twitter or by visiting <\/span>www.thruway.ny.gov<\/span><\/a> to see an interactive map showing traffic conditions for the Thruway and other New York State roadways.<\/span><\/p>\n

If You Are Outdoors<\/span><\/p>\n

\u00b7         Keep an eye on the sky. Look for darkening skies, flashes of lightning, or increasing wind, which may be signs of an approaching thunderstorm.<\/span><\/p>\n

\u00b7         Listen for the sound of thunder. Even when the sky looks blue and clear, be cautious. Lightning can travel sideways for up to 10 miles. If you can hear thunder, go to a safe shelter immediately.<\/span><\/p>\n

\u00b7         Stay away from downed power lines. Treat all downed wires as live wires. Call your utility company immediately if you see any fallen lines or wires.<\/span><\/p>\n

\u00b7         When lightning is seen or thunder is heard, or when dark clouds are observed, postpone activities promptly. Don’t wait for rain. Lightning often strikes as far as 10 miles away from any rainfall. Go quickly inside a completely enclosed building. If no enclosed building is convenient, get inside a hard-topped all-metal vehicle.<\/span><\/p>\n

\u00b7         The principle lightning safety guide is the 30-30 rule. The first 30 represents 30 seconds. If the time between when you see the flash and hear the thunder is 30 seconds or less, the lightning is close enough to hit you. If you haven’t already, seek shelter immediately. The second 30 stands for 30 minutes. After the last flash of lightning, wait 30 minutes before leaving your shelter.<\/span><\/p>\n

\u00b7         If you see or hear a thunderstorm coming or your hair stands on end, immediately stop your activity, suspend your game or practice, and instruct everyone to go inside a sturdy building or car.<\/span><\/p>\n

\u00b7         Be the lowest point. Lightning hits the tallest object. In the mountains if you are above tree line, you are the highest object around. Quickly get below tree line and get into a grove of small trees. Don’t be the second tallest object during a lightning storm! Crouch down if you are in an exposed area.<\/span><\/p>\n

\u00b7         Avoid leaning against vehicles. Get off bicycles and motorcycles.<\/span><\/p>\n

\u00b7         Get out of the water, off the beach and out of small boats or canoes. If caught in a boat, crouch down in the center of the boat away from metal hardware. Avoid standing in puddles of water, even if wearing rubber boots.<\/span><\/p>\n

\u00b7         Avoid metal. Drop metal backpacks and stay away from clotheslines, fences, and exposed sheds. Don’t hold on to metal items such golf clubs, fishing rods, tennis rackets or tools. Large metal objects can conduct lightning. Small metal objects can cause burns.<\/span><\/p>\n

\u00b7         Move away from a group of people. Stay several yards away from other people. Don’t share a bleacher bench or huddle in a group.<\/span>
\n<\/span><\/p>\n

If You Are Indoors<\/span><\/p>\n

\u00b7         If you have one, avoid contact with corded phones. Phone use is the leading cause of indoor lightning injuries in the United States. Lightning can travel long distances in both phone and electrical wires, particularly in rural areas.<\/span><\/p>\n

\u00b7         Stay away from windows and doors and stay off porches as these can provide the path for a direct strike to enter a home.<\/span><\/p>\n

\u00b7         Avoid contact with electrical equipment or cords. If you plan to unplug any electronic equipment, do so well before the storm arrives.<\/span><\/p>\n

\u00b7         Avoid contact with plumbing. Do not wash your hands, do not take a shower, do not wash dishes, and do not do laundry.<\/span><\/p>\n

\u00b7         Do not lie on the concrete floor of a garage as it likely contains a wire mesh. In general, basements are a safe place to go during thunderstorms. However, avoid contact with concrete walls that may contain metal reinforcing bars.<\/span><\/p>\n

\u00b7         Bring your pets indoors before the storm. Dog houses are not lightning-safe. Dogs that are chained to trees or chained to wire runners can easily fall victim to a lightning strike.<\/span><\/p>\n

If You Lose Electrical Service:<\/span><\/p>\n

\u00b7         Call your utility first to determine area repair schedules. Turn off or unplug lights and appliances to prevent a circuit overload when service is restored. Leave one light on to indicate power has been restored.<\/span><\/p>\n

\u00b7         Keep refrigerator and freezer doors closed as much as possible to help reduce food spoilage.<\/span><\/p>\n

\u00b7         If you have space in your refrigerator or freezer, fill plastic containers with water, leaving an inch of space inside each one. This will help keep food cold.<\/span><\/p>\n

If You Need to Use a Generator:<\/span><\/p>\n

\u00b7         Before installing a generator, be sure to properly disconnect from your utility electrical service. If possible, have your generator installed by a qualified electrician.<\/span><\/p>\n

\u00b7         Run generators outside, downwind of structures. Never run a generator indoors. Deadly carbon monoxide gas from the generator’s exhaust can spread throughout enclosed spaces.<\/span><\/p>\n

\u00b7         Fuel spilled on a hot generator can cause an explosion. If your generator has a detachable fuel tank remove it before refilling. If this is not possible, shut off the generator and let it cool before refilling.<\/span><\/p>\n

\u00b7         Do not exceed the rated capacity of your generator. Most small, home-use portable generators produce 350 to 12,000 watts of power. Overloading your generator can damage it and appliances connected to it, and may cause a fire. Follow the manufacturer’s instructions.<\/span><\/p>\n

\u00b7         Keep children away from generators at all times.<\/span><\/p>\n

Avoid Carbon Monoxide Poisoning:<\/span><\/p>\n

\u00b7         Do not operate generators indoors; the motor emits deadly carbon monoxide gas.<\/span><\/p>\n

\u00b7         Do not use charcoal to cook indoors. It, too, can cause a buildup of carbon monoxide gas.<\/span><\/p>\n

\u00b7         Install a carbon monoxide alarm.<\/span><\/p>\n
