Update from State Police on Friday, Jan. 6: As a result of a continuing investigation being conducted by the New <\/span><\/span>Y<\/span><\/span>ork State Pol<\/span><\/span>ice<\/span><\/span>, those persons responsible for<\/span><\/span> <\/span><\/span>the<\/span><\/span> explosion<\/span><\/span> that occurred <\/span><\/span>in the vicinity of Diamond Valley Road, Town of Tioga, Tioga County, N.Y. <\/span><\/span>on Dec. 31, 2016 have been <\/span><\/span>identified, <\/span><\/span>located and interviewed.  <\/span><\/span><\/strong><\/em><\/p>\n

This investigation has determined that <\/span><\/span>the substance utilized to cause the explosion is legal to possess<\/span><\/span> and that involved persons were legally present on the land where the explosion occurred.  <\/span><\/span>The New York State Police has consulted with the both the FBI and the Tioga County District Attorney\u2019s Office and it has been determined that no <\/span><\/span>federal or state l<\/span><\/span>aws<\/span><\/span> <\/span><\/span>have been violated.  <\/p>\n

This investigation is closed.  <\/span><\/span><\/strong><\/em><\/p>\n

On Dec. 31, 2016 at approximately 4:47 p.m., Tioga County 911 received numerous calls regarding an explosion that occurred in an unknown area in the Towns of Tioga, Owego or Candor – all in Tioga County, N.Y.  A check of these areas for the site of an explosion was conducted with no site being immediately located, according to state police.

\nOn Jan. 1, 2017, a continued search of the named areas resulted in a blast site being located in the vicinity of Diamond Valley Road, Town of Tioga, Tioga County, N.Y.  Investigation at the scene indicated an unknown type of explosive substance was detonated in a field causing no damage but leaving a hole in the ground.  <\/p>\n

The site was processed by the New York State Police and FBI Bomb Disposal Units with evidence collected for analysis.  Collected evidence is being forwarded to the FBI lab in Quantico, Virginia for chemical testing.   <\/p>\n
