Regular HEAP opens November 12

The 2019-2020 regular HEAP season opens on Tuesday, Nov. 12. If you are eligible, you may receive one regular HEAP benefit per program year to help you pay for heating your home. Eligibility and benefits are based on income; household size; the primary heating source; and, the presence of a household member who is under age six, age 60 or older, or permanently disabled.

Regular benefits for households that pay directly for heat based on actual usage are paid directly to the vendor that supplies the household’s primary source of heat. Your household may be eligible for a Regular benefit if you and your household members are United States Citizens or qualified aliens and your household’s gross monthly income is at or below the current income guides for your household size; you receive Supplemental Nutrition Assistance Program (SNAP) benefits; you receive Temporary Assistance; or, you receive Code A Supplemental Security Income (SSI Living Alone).

There are four ways to apply. Avoid the lines at DSS and apply online at www.mybenfits.ny.gov; print an application by going to http://otda.ny.gov/programs/heap/apply; request an application by calling (607) 687-8428; or, in person at DSS, 1062 State Route 38, Owego, Monday thru Friday from 8:30 a.m. to 5 p.m. As a reminder, the in-person application process may involve extended wait times, especially during opening week. 

Completed applications can be dropped off to Tioga County DSS, 1062 State Route 38, Owego, or mailed to HEAP, P.O. Box 240, Owego, N.Y. 13827. 

If you are a current Temporary Assistance or SNAP recipient an application my not be needed. Contact DSS at (607) 687-8428 for more information.
