Homeless man arrested for manufacturing meth in an Owego storage unit

On Monday July 29, 2019 at approximately 11 p.m., members of the Owego Police Department, while conducting routine patrol, located a vehicle parked in the Tijeras Storage Plaza at 103 Southside Dr. in Owego.  

Further investigation found a man; later identified as Joseph D. Armbruster, age 48 and homeless, semi -conscious in a storage unit. Officers detected a strong chemical odor and removed Armbruster from the area.  

An investigation found that Armbruster was actively manufacturing methamphetamine using the one-pot method in the storage unit. Armbruster was taken into custody and was charged with the Unlawful Manufacturing of Methamphetamine, a Class D Felony. Additional Charges are pending.

The Owego Police Department and the New York State Police identified a heavily contaminated crime scene. A request for assistance was made to the NYSP Contaminated Crime Scene Emergency Response Team (CCERT) who processed the scene. 

The Owego Fire Department and the Owego Emergency Squad also assisted due to the volatile nature of the situation.

Armbruster was arraigned before Justice David G. Boland of the Village of Owego Court and remanded to the Tioga County Jail.
