On April 15, 2019, according to Tioga County’s District Attorney, Lawrence E. Faucett, of Ulster, Pa., was arraigned in Tioga County Court on a single count indictment charging him with Criminally Negligent Homicide in connection to the death of Dennis “Matt” Howe.

At about 9:50 a.m. on March 13, 2019, Faucett was driving a tractor-trailer in the westbound lane on Route 17/86 when he struck a Department of Motor Vehicle pick-up truck parked on the side of the road. The DOT truck was an advance-warning vehicle for a DOT work crew patching potholes that day.

Matt Howe, the sole occupant of the pick-up truck, later died as a result of his injuries.

Faucett plead not guilty and requested time to file motions. He voluntarily appeared in the Tioga County Court with counsel and was released on his own recognizance.

The case was investigated by the Tioga County Sheriff’s Office with the assistance of the New York State Police.
