Criminal Possession: On Dec. 5, officers from the Owego Police Department investigated a Suspicious Male complaint.
During the investigation, Robert K. Southard, age 23 of Owego, N.Y., was arrested for Criminal Possession of a Controlled Substance 7th Degree (A Misdemeanor).
Southard was issued an appearance ticket to return to the Village of Owego Court at a later date.
Harassment: On Dec. 1, the Owego Police Department investigated a Domestic Incident. During the investigation, Mark E. Yost Sr., age 29 of Owego, N.Y., was arrested for Harassment in the 2nd Degree (Violation).
Yost was arraigned in the Village of Owego Court and released on his own recognizance to return on a later date.
Parole Warrant: On Dec. 6, officers from the Owego Police Department arrested Philip Williams, age 35 of Owego, N.Y., on a New York State Parole Warrant.
Williams was wanted in violation of his Parole. Williams was turned over to the Tioga County Sheriff’s Office.
